煤矿安全管理效率评价模型构建及研究——以山西省20家煤矿为例

Construction of coal mine safety management efficiency evaluation model——Taking 20 coal mines in Shanxi Province as an example

  • 摘要: 随着煤矿资源的不断开采利用,现代化大型煤矿安全设备得到广泛应用,人员结构逐渐合理,规章制度日益完善,但仍有重大事故发生,除煤矿复杂的地质条件外,另一个重要因素是煤矿安全管理的效率。为此,基于可持续经营的煤矿安全管理指标体系,提出了煤矿安全管理效率评价模型,并分析了基于DEA和DEA-Malmquist的安全指标体系的安全管理效率。结果表明,山西省20家煤矿企业2018—2023年的煤矿安全管理评价值分别为0.28、0.34、0.44、0.51、0.60和0.65,数据的区间范围在0.20,0.70之间,说明山西省煤矿企业安全管理效率评价水平一般,处于中等水平,仍需要进行改进。

     

    Abstract: With the continuous mining and utilization of coal mine resources, modernized large-scale coal mine safety equipment has been widely used, the personnel structure is reasonable, and the rules and regulations are perfect, but there are still major accidents occurring.In addition to the complex geological conditions of coal mines, another important factor is the efficiency of coal mine safety management.Based on the coal mine safety management index system of sustainable operation, the safety management efficiency evaluation model of coal mines is built, and DEA and DEA-Malmquist-based safety management efficiency of safety index system is analyzed.The results show that the safety management evaluation values of 20 coal mine enterprises for Shanxi Province in 2018—2023 are 0.28,0.34,0.44,0.51,0.60 and 0.65,respectively, and the interval range of the data is between0.20,0.70,which indicates that the evaluation level of the safety management efficiency of coal mine enterprises in Shanxi Province is averagely medium, and still needs to be improved.
